how do make Korea as state and not colonial province, i set focus to bureaucrats but only managed to get around 0.35% per province in Korea and ~35% administration efficiency in HPM mod

you need 1% bureaucrats and to be at least a secondary power to make a state. but here's the trick: only accepted pops can be bureaucrats. try to get a strong minority in korea.

You aren't doing anything wrong, the ottomans are just like that. I'd advise optimizing your military to be based around using mobilized troops instead of normal infantry, because you will not have enough manpower to use normal infantry unless you get really lucky in the scramble for Africa.

EU4 is actually playable now, they added in lots of new features, particularly rebel funding, which makes it vastly superior to every game, including liqqy.

see the description of the focus. it merely increases the chance of an immigrant picking that place to settle, it doesn't encourage emigration there though as far as i know.

your only chance is to spam med techs/reforms so that overpopulated japanese travel to korea

Taking malyasia was easier than I thought since I had cores and UK never intervened, though I moved during it fighting a GP and china at the same time. you can already do it in 3 ways. you can conventionally fund a rebel state (csa for example), increase tension, or fund socialist rebels if you ever turn communist.

The fact is EU4 simply has more features, which means it's better. Look, they have rebel funding, you can direct your vassals armies, you can PU people, it's just fundementally a better game.

Assuming you mean if you took over greece or persia, the answer is no. Greece's soldier pops are even more meager than yours are, and attacking into persia's mountains will cause you to lose more than you will gain, soldier wise. (It's still worth it for the resources desu.) If you like, I'll give you a guide to the scramble for africa as the ottomans tho:
The scramble starts in 1880 (I think) when the scramble cb is unlocked for all european powers other than russia and the ottomans. As a consolation prize, create protectorate gets upgraded to be almost as good as the scramble CB. Since you lose .1 infamy a month, if you have 25 infamy it'll take 20 years to burn it off. This means that when 1860 hits, you need to stop whatever it is you're doing and sit on your hands. However, before 1860, you should be using the shitty pre-1880 create protectorate CB on as many states on the east coast of africa as possible. Ideally, you'll have half of it under your control by 1860, and can grab the other half when the scramble starts. This will put you in prime position to colonize everything from Zanzibar to Tripoli in 1890. From then on, you'll have more troops than you will ever need.
