Actually somewhere I have this really handy report from one of the Big4... can't remember which. where it lists like every country on earth and lays out the costs and time-frame and which department(s) you need to go to to form a company.

Find a German business partner. Germans are -for the most part- fairly patriotic. If you can find someone to teach you the ropes and practice even more speech with, you don't even have to keep them as a business partner.
