Celica headlights seem to find their way to a lot of shit.

If he just mounted those with the turn signal flush with the bumper, it would actually work. Then again, looking at the rest of the car, I'm not surprised he fucked that up.

I imagine it's because they're realitively large and flat back there and you can remove the whole big thing in one go and it's a relatively clean canvas to put what you want in there and then do bodywork around whatever it is you put there.
