Not just RPM, actually. The entire intake and exhaust system function as a chamber for a gas flow, and the chamber dimensions dictate both the raw flow, and the sound. Just ask Yamaha: they basically design their intake and exhaust systems about the same as they do with their flutes and other instruments.
