With the first setup, you chaos bolt faster. With the second setup, you chaos bolt harder. What we have here is an attack speed vs attack damage argument. Do I want to hit faster or harder?

There's absolutely no reason to not level all of your weapons. Concordance is not meant to be maxed with our current AK.
