They're supposed to be in the same region. yet have different administration efficiency and can both build naval bases.
I think the administration part should be easy to solve, but I'm not quite sure what to do about the naval bases part. Might just keep it since I spent 2 bloody acquire state CBs on 3 provinces.
Anyway, it all works fine if I start a new game, but I don't want to start a new game because the Dutch just beat the fuck out of Prussia and it's beautiful
