I think Rome is the opposite for that strategy. They benefit from new cities since they start with roads and monuments.

Civil war would be more interesting, but players might not appreciate less than 100% successful lines of secession. Like a democracy collapsing because too many unhappy factions (where all the unhappy faction members migrate/swap into one sector) or a faction leader of the most populous but unhappy faction isn't chosen as leader so it starts a civil war dividing the empire in half.

Would be interesting if civil war resulted from changing ethics and shit like slavery choices

Ethics having pure random distribution bugs me. There's no chance of a sector wide rebellion because all the unhappy populations are spread out throughout the empire.

As with many features in Stellaris, they planned to include EUIV-style no-heir succession civil wars, but in the end they couldn't be bothered and decided to just auto-spawn heirs within a month or something.
Like sectors, the basic framework of a meaty mechanic is there, they just couldn't be bothered to put any flesh on the bones.

CK2 is all about that, especially with expansions and people love it. The bigger and stronger your empire becomes the harder it is to hold together. But considering Wiz's "muh multiplayer balance first" we'll never ever gonna get fun stuff like that.
