Okay so I was doing the Legion Invasion thing on Highmountain, and I guess I also had the emissary quests for Highmountain too, so doing 4 of the Legion things got me the chest for doing world quests in Highmountain, an when I opened the chest I got this. This is my first legendary. How rare is it to get legendaries out of world quest chests?

Not rare at all, especially the first and 2nd one.
World quests are considered one of the best ways to get a legendary. They have an "Unofficial" higher chance. Do them as they're up and you should get more soon.
