Most states have laws for freeways where traffic is to keep right unless passing. My state actually does enforce that law. The state highway patrol issued approximately 14,000 tickets in year 2016 for drivers who did not keep right even though they were going the full speed limit in the leftmost lane. Simply going the speed limit is not sufficient to satisfy the law.

My state's highway patrol public relations officer said that if drivers continue to regularly see problems on the same stretch and time for a particular highway, then they should report it to the state highway patrol for monitoring.
