It depends if you're a tourist or if you are competing with them. Out on the Indian Ccean, the chinese peoples (taiwan and china) have "claims" over ocean areas to harvest all the fish. That's actually a common scam in South Africa. The blacks down there will have someone video recording and someone then runs out in front of your car to get hit. If you drive off, that is hit and run. If you stop and get out of your car, well, you are now surrounded.

There's mandatory insurance in north america and people pretty much do carry insurance unless it is illegal immigrants who just hit and run because they cannot stay for the police to identify them.

The police cars are not insured for damage to themselves but for damage to OTHERs. That's because my city maintains and rebuilds the cars as needed. It has a rather large machine and mechanics shop. Basically, the taxpayers "insure" the police car's continued functionality. So every time rioters trash a car, it's the taxpayers who will buy a new one along with all the updated new accessories.

The city council then has to cover budget overruns of the jail, courts, and police by reducing the budgets of things like road repair. It's easier to have potholes or cracked and rutty streets than to not have police, courts, and jails.

As for insurance, the police depot has its own extensive repair, rebuild, and bodywork facilities. It would be pointless to insure for theft or damage to the car. Insurance would be for damage to others. You have it backwards and sideways. The police aren't allowed to brandish in my city. So that means their reaction time is pushed to the limit since they cannot pre-draw in anticipation of an upcoming deadly situation. This was the result of racial discrimination protests. It's not a belife, its how the legal system works/ If you use a gun, it's already seen as use of deadly force, even if you use something traditionally viewed as non lethal like rocksalt. If you shoot someone in the leg, the prosecutor will try and skin you alive because they'll claim that you didn't actually fear for your life, and push to get you on attempted murder.

If you rightfully shoot someone breaking in, and they are injured, they can still make your life a pain in the ass by trying to sue (despite how retarded it is) you because he was a good boy going to college, now he's paralyzed with medical bills.
At least if they are dead, they don't talk and it makes the whole process simpler.

Don't know about them and what years they are for, but it is clearly socioeconomic and not purely economic. My corp has offices and parts factory in mexico. When a coworker went there for a time, as part of the acclimatization package, there were warnings about kidnapping of foreign workers for ransom. So he had to always look non-wealthy and basically not show power level. Maybe the problems of being wealthy in mexico also include ransoms, so that would certainly decrease quality of life if despite all your wealth, you cannot easily travel a lot of your country without fear of being napped.

Ransom is certainly a problem, specially in the south and center regions, but it is getting better and safer, the most frequent kind of ransom is something we call "secuestro express" or express ransom and it involves a wealthy person and two or more criminals taking that person to an ATM to give them money.

When an accident happens - people in Taiwan do assist, but in mainland China they mostly just stop and stare. The reason is because many people have been sued for Not even having anything to do with the accident. Like helping a person stand up, and the old fuck now blames you for their injuries not the car driver.

The court system is a joke - its all about compensation and not jail time. So yea, it is better to kill the person unfortunately.
