Depends on whether or not a production committee can be formed. Anime shows are used to market products nowadays since video sales are poor at providing significant product. So it falls to merchandising and license sales as the way to provide profits to members of the production committee.

Look at the manga and see if the author tries to work into the story things that can be used as hooks for product and merchandise sales. Other manga do that including using a variety of girls as clothes horses, having obvious panels zeroing in on a shoe design, etc.

Production of an anime has both physical costs and opportunity costs which must both be justified. Selling manga only gives money to the publisher and author. It does nothing for the anime production house, sound studio, talent, TV channels, cable channels, and the TV station that want bigger profits. Promotion costs must also be covered along with magazine promotion.

A production committee contains various members of which the publisher is one part. Video sales usually don't even recoup the full amortized costs of the anime production house in making of the anime. That's why profit sharing by production committee members occurs and why merchandiser members and license buyers are so important.

Most anime shows actually have to "buy" a time slot at a TV station. So simply making an anime to sell manga is a terrible idea. The manga publisher in such a case would hire an anime production house and sound studio to create the anime. Now the anime is made, what to do with it? The TV channels don't want it unless a ruinous offer is made because they know they are in the driver seat with a cold offer.
