The seal of quality was used during the NES days to state that it's an officially licensed product and that a game meets Nintendo stadards.

Of course it didn't stop shovel ware from appearing on the NES.

Besides that there hasn't been a Nintendo product made in Japan in years since everything is made in China now. Some discs/carts/cases/booklets might be made in Japan but not always.

If it means anything, the Pro controllers for switch are made in Germany.

Tbh the Switch was rushed out to market, so I wouldn't be surprised if most of the stock out now and until the end of the year is of equal quality.
