Off-duty CHP (California Highway Patrol) officer rolled up next to me at a stop and yelled "I got your plates, you're done buddy!" after he flashed his badge I said sorry and he yelled "don't do it again!". I drove down the center median going to make a left but said fuck it and went back into the lane since the parking lot looked full and I wouldn't make it in and he must have thought I did it just to cut traffic. I didn't get a good look at his badge when he flashed it but it was pointy and bears resemblence to a CHP officer. I said sorry I was in a rush, and he let me drive on.

Worse case scenerio it was a CHP, he didn't arrest me on the spot so I'd imagine if he had a dashcam in his off-duty car the worst I'd get is a ticket and suspension, but I'm wondering why he didn't arrest me on the spot? Or was it just a security officer from a nearby plaza?

The worst he could do without identifying you is send a ticket to the registered owner of the vehicle in the mail, to which you could just say it wasn't you (and CA allows for mail-in trails so you won't even have to appear and be identified). Again you could just contact his department and ask why some overzealous asshole is taking off duty action for civil traffic violations. Most likely he was just trying to get you to stop being a retard.

I don't know why you're making the assumption that we can't identify ourselves as law enforcement off duty, or even take law enforcement action criminal matters (though not in civil traffic matters, but I don't think anyone's ever given a shit enough to try, even OPs guy didn't actually give a shit but he's too autistic to realize it).

You don't just turn off being a cop because you're not in uniform. While commissioned by the state as an officer you're a full-time sworn law enforcement official. If you have to take enforcement action you take it as a law enforcement officer, you will testify in court as a law enforcement officer, and your training and experience as a law enforcement officer will apply.

in my area (not America) we require cops to have a university degree to even apply. Then a strict mental and physical exam, followed by paramilitary training on a military base. If they get through that, they are required to constantly be reviewed and if they are found unfit (assholes, superiority complexes etc) they are sent to some shithole town to do traffic duty on logging roads till they quit.

oh and if you so much as draw your gun you are required to file a DAMN good reason.

Back in high school, my friend drove like an asshole and pissed some guy off while we were driving to lunch. The guy chased him down, and showed a badge and said pull over. My friend did, and the guy got out and started screaming that he was a cop and laying into my friend.

This made a pretty big scene on the road and a women called the cops, we also called the cops after because the badge looked mickey mouse.

Cops ended up finding the guy, and he was impersonating a police officer. They found his fake badge when searching the car. Went to court, the guy barely got out of jail, had some huge amount of community service, and pretty sizable fine.
