Petra is probably the closest thing in terms of scale and architectural achievement, but there are actual settlements inside caves in China and Tibet. Building one would be fairly plausible today but very difficult in the past.

I guess the main difference is Petra was done in sandstone which is a lot softer than the granite that Karaks seem to be mostly carved into. There's also sites in cappdocia in Turkey.
