What are you even on about? France had a right of centre government in 1940 (Daladier). The Popular Front had ended in 1938 (and was never a "fledgling dictatorship")

Prussia had spent the decades following the war constantly modernizing their army and they put especially heavy emphasis in using railroads to their full extend, making their logistical abilities and the speed of their movements superior to the French army.

They had also fought a war against the Austrians recently and had many an experienced commander and soldier thanks to that. Helmuth von Moltke, the man behind the modernization of the Prussian army, was by far the most cabable general of his time and he knew exactly what to do with his armies and how to best exploit the weaknesses of the French armies.

Moreover, the French did have a better service rifle but the Prussians had superior artillery, which proved to be decisive in quite a few battles of the war.

According to the army generals of the time, the army wasn't ready for a campaign, but Napoleon 3rd REALLY wanted a war to impose his authority on Europe.

nah, the French had an extremely modern bolt action rifle called the chassepot. It had superior loading speed, was very accurate and overall started the time of bolt action rifles

France used to have large population, but this advantage was most often negated by the fact it fought coalitions and not 1vs1 wars

For the same reason Prussia fought badly during the Napoleonic Wars. France fought with outdated strategy and tactics that failed to make use of the various developments to their fullest potential.
