Mother would be more along the lines of Ha-howh-wei (or whatever) while Okaa-san is more like 'mom'. On the other hand Okaa-sama is usually used for more distant and respectful speech. Okaa-sama is also a common way of addressing/referring to mother-in-laws or step-mothers.
