it's not like war thunder where I'm so avid about aircraft that I know what I can duel and what not
is there some way to know who I can take on or do I just have to get experience + look at ship specs and make a conclusion

Budyonny is papery and should be played as max range HE spammer. Her detection range is huge too. It's not rare you get focused from 18km+ while there are ally BBs closer.
AP can really punish same and lower tier cruisers on shorter ranges.

RN heal at high tiers is 2% per second.

I've legit never gotten or received a detonation on battleships from shelling before, only torpedoes. Is this something I should be worried about?

When do brit CA/CL get good? I'm trying with the Danae at the moment. It's just tough when I feel like I'm doing poop for damage. That and any time I'm in the range BB or CA, I get propulsion/steering shot out and then explode.
It's like playing french cruisers but AP only and worse everything.

You're almost there. Danae sucks, but it picks up from tier 6 onwards. Fiji is usually considered to the high point in the line.

There are drawings of the heavy cruiser conversions. The logic is by having a line, they have a reason to BUY premiums to train their crews for.

Some alternatives are also possible too to make the tree less "lend-leas-y"
