The 1 turn atk up is the same as 1 turn buster up for most servants with mana burst, including cooldown time and strength. Except this is universal and not limited to buster. It only being slightly better than the 3* version doesn't really mean anything negative. Especially in high difficulty matches, a near guaranteed stun every 6 turns is valuable and she has much higher staying power than 3* Medusa.
