You have a fundamental misunderstanding of why Roy is bad and why Miledy is good. Ignoring res, since Miledy has a pitiful 5% growth in it, Roy has a growth total of 295 (325), while Miledy only has 265 (270). She just spreads it better instead of wasting 60% in luck, and has strong bases to boot.
