You roam if there is an opportunity to make plays without losing much( your lane is pushed up enemy is clearly overextending), if the enemy is grouped and you have less than 2 completed crit items then you splitpush. With 2 crit items you can splitpush but you should be acting as a second adc for your team

user, warlords scales with crit, and gives lifesteal which scales with ad. Kog maw builds neither ad nor crit. You're better of with stormraiders

On hit damage was higher than the current ad is, kog don't really build ad but on hit effects (rageblade, botrk, wits end), and rageblade applies on hit twice, it does not attack twice
