She's really bad right now in comparison to the tip top wind teams that people can make but these include both of wind's GW 5* characters which require a huge amount of limited resources. Most players will only be able to commit to 2 to 3 GW 5*s anyway so if wind is your thing you would make them anyway and never run her. If you're comparing yourself to someone who doesn't specialize in wind, then she is above average at best.

Christina and Lily are also considered rare in the game?

Rarity only sorts them by SSR, SR and R. It doesn't care which of the SSR are limited or not.
