There is a new DBH manga, but it's not a continuation of Victory Mission. The new manga essentially an adaptation of the game's story.

Yes, and unfortunately it's extremely inconsistent and basically never hits the startup. It WILL land the throw though, but they'll basically regain their stamina immediately afterwards so no chance for a tack-on combo.
