Petain's government was legitimate. When they signed the armistace in 1940 france was totally defeated and Britian had no hope in site of victory.

The armistace was a temporary peace meant to last a few weeks until Britian capitulated. The armistace gave Germany occupation of the strategic coastlines south of britian for the 'invasion' that nobody on either side though would happen because Britian had no hope of winning.

Hitler actually put money and resources in to France to rebuild (similiar to the marshall plan) and guaranteed France her colonial possessions and all of her land aside from Alcase-lorraine would be returned to her after Britian surrendered.

Hitler was so commited to France and honoring his deal he refused Spain's offer to enter the war on the Axis side in exchange for parts of French Africa.

However, Britian did not surrender and lucky for them relations between Russia and Germany deteriorated dramatically over the next year. The armistace designed for several weeks lasted several years and as Germany's situation changed from triumphant to desperate Germany began to use desperate measures to keep the war going at France's expense.

The French had anti-communist sentiment and many were willing to work against the Russians, particularly at a time when the Holocaust was rumor or unknown. Britian their 'ally' had destroyed their navy and killed 3k of their soldiers.

In my opinion de gaulle was more of a pushover puppet than Petain and had no right to govern france other than via the conquest of the allies over France.

Many French died in operation overlord and De-Gaulle really didn't do much to help France win other than propaganda.

What ? Alsace was completly annexed, and it wasn't going to be the only annexation. The north of France was a forbidden zone, and the nazis actually had plans to annex part of France that were part at some point of the HRE.

The bottom line is that Spain never want to join the war and had they really wanted it, they just could have. But Hitler did not want to pay the price it would take to have Spain enter the war.
