It's not so much the stuff that Mexico can produce that we can't it's that Mexico can produce things at lower costs than in the United States. Tariffs are counterproductive because it doesn't change the cost to produce, the manufacturer can instead hike the prices to match the cost of the tariff, and still usually be lower than what it would cost to produce here.
This is much more likely to happen than it somehow becoming cheaper to produce here again because tariffs also have the effect of currency devaluation which would just offset the cost of the tariff.
