/rog/ did make a server, it was DOA because nobody had any fucking idea about the game, development, or anything really.
If you want a customshit that actually tried to fix the game, there's leika and that's about it I think. RO player base is very much content with mediocrity and falling for the same tricks over and over.

It wasn't even born and nobody had any fucking idea about what to do with the server. They also let some shady Mexican cartel member (probably manolito undercover) pay for it and it didn't end well.

I'm doing something like that. It'll be a classic server with some custom content and balance changes to make not only monk and wizard the only relevant job in mvp/pvp/woe and to give the players a more variety of builds.
E.g. Sage's auto spell will have an equal chance to cast an 1~3/4/5 lv of an elemental bolt instead of an 15,35,50% chance of casting lv 3/2/1 elemental bolt or Assassin's Venom Splasher will ignore defense, won't need the 3/4 HP rule to cast it and will have a lower trigger time, which make it possible to combo it with Sonic Blow or just ctrl click the target.
Sadly, it'll be a spic + br server.

The first server died because the owner betrayed us for some normiebucks.
The second server didn't even get to open beta because Chivo was caught by his mexican drug cartel.
