If you already have the files downloaded, the scenario files are the R_X files (the between-battle cutscenes) and the S_X files (the battles). You can open them with Wordpad to read the script text.
About a year in my free time. I tried to do one battle and associated cutscenes per week; there are fifty-eight battles plus the two endings, as well as assorted system text.
I've never been in contact with the author so I don't know the reasonings behind all the pop-culture references or some of the characterizations. Just tried to keep things faithful to what they had. There are some references which were completely lost on me that I tried to fill with something that seemed related.
You've noticed by now that there are a lot of Gundam references; unfortunately, I haven't seen most of those series so almost all of them that show up are serendipitous as to whether I get them right or not (although there's a very big reference later on which I did recognize).

It is a mod of the base game Legend of Cao Cao, but the link there is self-contained, it has everything needed to play the game.
The gameplay is similar to Fire Emblem or other strategy RPGs. Move around on a grid map and attack enemies, that sort of thing. Since Legend of Cao Cao is almost twenty years old by now, it's nothing exceptionally complicated.

I would definitely recommend that, it is a very good game considering its time. If you're put off by lots of Jiang Wei cutscenes, LoCC is pretty light on story and mostly sticks to the Romance-based plot (although it obviously makes Cao Cao the good guy).
Unlike LoJW, it has a real path-split feature about halfway through the game, where you can either do the "historical route" where you conquer Shu and Wu outright or a "fictional route" that involves lots of bonkers stuff.

Ok so what files do I need for LoCC? Half the links on the forum I found don't work.
As far as I know, the only other mod with an English translation is Legend of Lu Bu, which is almost identical gameplay-wise to LoCC, although quite a bit harder. That's here: the-scholars.com/viewtopic.php?f=3&t=18873
but half the links that OP posted don't work. I have to restart my computer because of the unicode thing (at least for LoJW) but I'll try anyways.

I have an unreasonable amount of sympathy for Jiang Wei and Guan Ping. Guan Ping well, actually I don't take back my sympathy for him, can't blame him for his father's sins, but Jiang Wei got thousands of people killed with his idiocy.
