What's the matter tho ? I think Valve policy is fair for everyone, you're allowed to watch a game and stream it as long as you're not advertising for potential competitors of the people who are sponsoring the tournament. He used to cast without overlay, why is this a problem now ?

Mmh, I think he's being paranoid on this one. There was actually no clear rule, and people started to talk about this with Starladder taking down streams. So Valve felt like they had to do a statement, and it happened to have a no-overlay rule that affects him as well as Bulldog or BSJ or even wagafuckingmama.

I'm pretty sure that Valve made the statement because there was a fuss, and it just happened that EG sponsored Grant during that fuss. Valve did not state because EG sponsored Grant but because every Dota personality and Reddit were talking about this.

It deals a percentage of enemy max hp as damage.
That means that if it weren't for the base damage it would always take you 15 seconds to kill any full hp hero with a lvl4 sunray regardless of how much max hp they have.
