Eh, I just heard Toady commenting on it once in an interview or mybe DF talk. The way he talked about it, it seems to have been implemented a long time ago, possibly from the beginning. I know he also talked about how the game checks for inbreeding to avoid it, but in world gen certain things are ignored. It could be that there's no, or at least fewer age restrictions in worldgen, as he said things like uncle/niece marriages should be possible there.
