Yes, you have to change targets pretty frequently on the first phase, to kill the heart and the tail, but I think the fight it flows better.
Also, you need to keep an eye on the target list to check what's being cast by shinryu wings at all times, and glance at the back of the arena to check the icicles positions.

Balmung is still massively populated and accounts there are highly coveted. Some people transferred out to Mateus, but not as many as would lead you to believe. I'd stay, if you're already there.
