It seems to have the fewest announcements. A lot of what they showed us was prefaced as preliminary or conceptual. I think they're being careful.

When they announced legion they told us very little and months (or was it just weeks?) later they gave us a lot more.

This was literally announced yesterday, it's possible that a lot of things are in the pipeworks besides the starter zones, but realistically we can't assume it exists until we see it.
