If you're implying it's just low, I know some people who are overloaded with Hinata but lack Hana. I would say generally, LnD2 is pretty low whereas LnD3 is pretty high. Hence, medium.

+10 Five Star Effie is a pretty decent investment. Probably one of the better five stars to do it with. Enjoy having no feathers though.

Four star +10 is also pretty good. You'll need to pass her a weapon and she won't get DB3 naturally so it's pretty high investment.

Lastly, you can just hold onto her for Wary Fighter 3 fodder. It doesn't come up often but in the future it might. DB2 is also a very fine budget skill to pass along to some of your units.
