The number of cash bags you secure has to be greater than the number of bags you secured by end of Day 2.
So if you got 7 meth bags + 4 cash bags and you only got 10 cash bags on the bus, you don't get that tiny exp bonus. You need 12 or more.
I can't remember if it's greater than or equal, or just greater than. It's one or the other but short of getting horrible RNG or fucking up the bus, it shouldn't matter because the bus usually puts out about 13 bags.
