Empire and Napoleon are what you want, but know that Empire was a fucking disaster on launch and was never really got all the patches it needed. For example, some AI controlled nations can't even make a full army.
If you want to play it, I seriously recommend getting an overhaul mod. Darthmod seems to be the one everyone uses. Napoleon vanilla is fine though.
