To answer your question, they only start to really care at 100m+. Before that, they'll either do nothing or give you 2 week ban at most. you can just buy bonds ingame to sell though. It's more expensive but no risk since it's jagex approved.

depends how long you can stand it, but leaping fish all the way until 95ish i'd say. You want that agil and str exp to save time, plus it's much faster. 95-99 should be a mix of minnows/anglerfish for late game pvm

Okay, I was doing tuna and it was slow as fuck, I guess the agility xp could really help. 56 fishing and 35 str currently, caught like 135 tuna in over an hour so this is pretty unbearable. The only thing turning me off was the need to buy feathers with my minimal cash stack but I guess I can try selling the fish back to the store?
