If you want both of them, then of course it would be better to try when two of them are on rateup. However, that dilutes the chances of getting one over the other. Instead of a 70% chance of the SSR you want to show up when getting an SSR, it's a 35% chance for that specific servant to show up and a 35% chance it's the other. That's still just a 1% chance of a card being an SSR servant, though. I'd say it's only worth it if both are limited.
