I thought the idea behind grails was that you could use them to make 4*s and below on par with 5*s.

They'll still be a little less strong than 5*. Other than that, the idea is just to buff your favourites so you can always bring them with your A-Team.
Grailing a 5* isn't as effective because grails give 5 levels up to 90 and only two from 90 to 100. But if your favourite is a 5*, go for it.

They already announced Saber Wars next, and Christmas needs to come after that. London is going to be in January at the earliest, which means they'll be a full two months behind schedule.

Depends on the 4 star, some like Herc have higher attack at 90-100 compared to half of the 5*s in the game.

How many paid gachas will be still worth rolling on? I have 210 paid quartz left and I'm wondering if I should spend some of it to try getting 2030. I obviously won't spend any more money on this game, and paid gachas with huge rosters should not be worth it because of a low chance of you getting what you want.

Save for all of them, you already spent the money on the quartz. There is no better value for paid quartz than a 100% guaranteed 5 star, even in the one gacha that is literally every single 5* servant in the game.
