Chain of command should be based on which of those jobs does the most. So CE, then the other two get told to fuck off since everyone who picks RD does it to be an anti-social asshole who does research at most then does nothing and everyone who picks CMO either does nothing or actively makes medbay harder to do stuff in by dragging away people already being tended to

the opposite is true, if a guy does a lot of shit in his job he's unsuitable for acting captaincy as it will detract from time he should be spending doing that job. This is why HoP is the perfect second in command.
