Starting boots are very situational on NS for obvious reasons; stacking Mangos is also viable on him because he's a mana vacuum early game and has built in regen to combine it with.
Slardar will want boots whenever it's safe to do so, which is usually the third case here.

He can repel off annoying shit, like shadow strike, chains, flameguard. If someone tries to gank him he can just repel and run away.

obviously something isn't quite working on optic
they have too many games where they have a 'meta draft' and end up getting crushed by a less-meta draft on the other team -- it'll be like 6-25 at 30 minutes or some shit and optic has to just dodge fights and eventually lose
the other half of the time they play fine and have a competitive game
they have been looking better recently, pajkatt has improved and isn't failing every other game like he used to
i don't think CCnC misery or zai or the problem
i think ppd's drafts and shot calling in game is the most glaring issue
also CCnC gets caught out farming greedily too often; he needs to be more cautious
zai and pcat also make questionable decisions / odd moves and initiations that end poorly
the biggest factor needs to be an improvement in ppd's drafting and in game leading

agree, ppd is a pretty big weight on this team
the other factor is that his teammates have no ability to play without him. put a pubstar like rtz or miracle on a tier 3 team and they'll elevate the team to tier 2 even if their captain is shit. But pajkatt and ccnc don't know how to make decisions - they need peter to guide them, tell them where to farm and when to fight, and he isn't doing that. misery and zai are both doing pretty well but they can't put the team on their backs
another thing is that they seem to almost enjoy losing the laning phase. Not that they want to necessarily, but a lot of times their game plan seems to be "tank x lane and try to make up for it in the mid game". That doesn't work, partially because of the patch and partially because it's a stupid plan if you're not getting a huge advantage in return somewhere else. They did it during king's cup and it looked viable because of the meta at that time, but the game's gotten way more aggressive since then, it's easier to break highground, and now teams can close games in thirty minutes.
IMO peter should try playing some more aggressive supports and start two-manning around the map with misery. Not that that should be their playstyle every game, but understanding how and why to play aggressive like liquid or immortals will be a huge boon in shutting down and counterplaying that kind of strategy, which is usually what kills optic.

kind of a ridiculous concept to calibrate someone based on 10 games in the first place

if you're playing roles like offlane or support then you're going to have a much weaker impact on the game than someone who spams mid or carry. the mid & carry is going to throw or carry games for his team just about every game, whereas offlanes and supports get carried or lose regardless of doing well

i won 5/10 of my placements and 2 of my losses were due to people throwing at minute 0 because they didn't get the role they wanted so that's a factor too
