You can't have any obligation to the country since you don't choose to be born there, and travelling between countries is difficult. Not to mention that you may not like any of the countries in world. Therefore it's not a consensual arrangement.

However the government chooses to exist, and the only reason it should exist is to support it's people. Anything else, and it's a heirarchy that just wants to perpetuate itself. So therefore a proper and moral government would strive to support any that are born in it.

This implies no choice of birth would change the worth of an individual under many before the capabilities of those who project power because they exell at it.
