Because the Heavy doesn't instantly deal full damage to all players in the area, and moves slower at all times (especially while spun up). The window for responding is much larger than with Pyro, where it's basically "you lose if he doesn't take his finger off m1". Moveover Heavy requires at least a marginal volume of "look at the enemy" while Pyro can be aimed by a bind.
