He was around for The War, and since that was centuries before the events of Undertale, he's legitimately a geezer.

He's lying about his age just like Sans lies about his knowledge, determination level and reset memory.

He's chronologically old, but so is Asgore. Asgore doesn't look like as much of an old man as Gerson. Asgore is physically quite young, relatively speaking.
I'm wondering if Gerson might just always have looked old, without having a body that's actually old. For all we know, he might be 30 in monster turtle years.

If you extrapolate from a tortoise's life expectancy onto what humans reach with modern medicine (and in many cases even without), he should have roughly a life cycle of about half a millennium. Which does fit the optics of being an old geezer. I think it's not meant that he always looked old, rather that he's simly old within his own lifecycle, which is slowly moving towards 15-20 human generations.
