Abigail is pretty underwhelming. I really feel she's like Illya 2.0, AAA servant with buster NP and lackluster NP gain. The difference is her NP isn't that good unlike Illya. Her BQA only gives 11% np which is horrible and Arts chain gives around 40% chain bonus included. Her first skills is an absolute godsend, 10%NP charge + NP damage per turn for party. Her second skill is pretty good for def down but the stun is unreliable. Her third skill is pretty much your average NP charge down skill. I wouldn't be surprised if memelist gives her 4.0 even lower.

Look how long it took them to release more Rulers. One in mid 2015, one in early 2016, one in mid 2016, and one in mid 2017. You'll be lucky if you have to wait less than 1 year for a new Foreigner.
