Sony only really allows crossplay with PC and since 30th is coming out on everything and Sony is a major partner of Capcom's financially right now it probably won't have crossplay on anything.
Switch will have the lowest sales though because they're mad about USF2 existing now.
Xbox allows crossplay now, but they used to be dicks about it in the past after Shadowrun turned out to be a disaster.
It's Sony now who are against crossplay with other consoles. Rocket LEague for example is crossplay between PC, Xbone, and Switch, but PS4 players can only corssplay with PC. I think for fighters, crossplay should be a standard feature now that we know its perfectly possible and not that hard to code in, even Fortnite recently let systems crossplay with eachother before flipping the switch off.
