With HESH being "rebalanced", it's really not useful unless you're shooting at something thin or going for a cupole shot to blast through the roof armor
For instance, against an IS-6, aim for the commanders cupola to critically injure the crew/break the breech, same for MBT/KPz

I use hesh on the reg to deal with spaa/ohk tanks in positions I wouldn't be able to with APDS (e.g. leos sidescraping). My usual payload is 80%APDS/20%HESH. They're great for instagibbing every enemy from the side, too

F-100 is going to get schwacked by the MiG-19 in gun combat every time. Unless they add missiles, which I don't think they will (at least not until the game is truly dead, rather than just wtg meme dead), the F-100 has no reason to exist. On the other hand, a lot of people talk about adding the F-8 would be so extremely fast compared to the MiG-19 (assuming it can go fast at the low-medium altitudes where jet fights usually happen) that it might be unfair the other way.
I really don't think there's any way for Gaijin to win by adding those aircraft.

The optimal thing to do would be to add the F-11F and the F-100. Since the F-11F could dogfight at close quarters and the F-100 could outrun the MiGs that refuse to dogfight. However they would have to work in tandem with one another and War Thunder isn't a team game.
