It varies from character to character.

Just gotta trial and error it for the champs you play, there's no manual really.

Generally, all mouse abilities and projectiles proc it.

Just think literal about it, if it hits single target then it procs counter. Poloma's wolf hits 1 at a time, so it procs counters. Rite'd Ice Lance explosion seems to proc counters as well, not sure if that's a bug or not.
Aimed area attacks like Bakko's leap or Rooks rock (I think) don't proc em.
If it makes a circle or cone indicator then it is counter safe.
