pretty sure it's probably less than 1% to get a specific SSR. Worse if it's a SR.
But that's wrong. It's limited event construction so the pool is reduced, and the event exclusive ones will have rate ups.
Well for example, the Mikasa one, I think there were 8 or sth non rateup SSR and 1 Mikasa. Given a 7% chance for an SSR, you'll be getting 0.8% for Mikasa + any rateup. I think it was 2x for her so 1.6% isn't that bad i guess.
