Gumi already changed those with the 5* upgrade to 3%. We're exactly the same as JP now.

We have a pretty good idea, but people have been questioning whether they increase or decrease those rates for certain stuff for a long time. It'd be easy to deny it to players, but tougher to provide Apple with bogus data. That could very well just be a conspiracy theory, but it would be nice if it forced some more transparency.
