Nah, they won't outright lock almost 200 servants out of the game like that without having to deal with angry nips.
I think at most, they'd come up with incentives to use the new servants, like bond bonuses.
The most extreme case I think they'd do is reduce all part 1 servant levels by 1/2 in part 2 quests, like in Salem, and explain it by saying that summoning them out of Holmes' suitcase (which still isn't confirmed) is a portable but incomplete version of the Chaldea summoning system that they cobbled together last minute.
Have part 2 servants be summoned through some other system that lets them to be full power.
