Chance of getting the unit you want is lower than any normal banner. The only difference is you know what's going to cuck 2/3rds of the time instead of not knowing what will cuck you half the time.

If you're aiming for a specific unit, it is bait. You have a lower chance of getting what you want compared to the 3 or 4 unit ones.
