Most of the mass comes from the actual housing. It's warhead is 150lbs roughly.

The explosive filler is around 65kg, slightly more than a 100kg bomb would have. So in regards to near missed, it acts like a 100kg bomb would. The Tiny Tim was meant to be used against ships, by penetrating the deck armor and exploding inside. That's why it has much more steel than explosive. Unfortunately, when it impacts the ground next to a tank, all that steel is quite worthless

I don't know how much they could punch through IRL, but there's definitely something fucked going on with what's on their statcard, because even though it says they can get through roughly 33mm of armor, they can't even punch through the roof of a niggeRu251 Which is odd, because the Hispano MkV's are actually on par with .50's in terms of ground belt penetration, but they turn niggeRu's into mulch and I've even managed to get through the roofs of certain Panther variants
